Why Medicare covers so little
Better Access rebates individual therapy sessions, not diagnostic assessment. Adults can sometimes have part of an assessment delivered as rebated consultations if it is framed within a Mental Health Treatment Plan, and psychiatrist consultations attract their own rebates ($268.90 for an initial assessment of 45 minutes or more, $467.45 for a comprehensive assessment and management plan), but the bulk of psychologist-led assessment is private. Children have specific items; adults do not.

Psychiatrists assess autism as part of a broader psychiatric assessment and are the right choice when co-occurring conditions or medication questions are prominent. Neither can "cure" autism; the assessment is about understanding and access.
